WASHINGTON -- The Supreme Court ruled narrowly Monday that indigent

defendants have a right to mental health experts who can assist in their

defense, rather than merely impartial psychiatrists.

 

The 5-4 decision, in which newly installed Justice Neil Gorsuch sided with

the conservative minority, was another in a series of recent victories by

death row prisoners challenging their sentences.
